1.The City of Elysia in keeping with the wishes of O'Ma provides certain freedoms of action as regards to lawful summons of beings.&lt;br /&gt;

2.Furthermore, the City of Elysia recognises that certain creatures as outlined above are inherently Evil, without any possibility of redemption, are bereft of free will and the ability to change thier nature, and as such represent a potential danger to Citizens and visitors alike.&lt;br /&gt;

3.The City of Elysia also recognises that the presence of such creatures, can pose an emotional threat exhibited by fear or terror of these foul creatures, that will upset the desired peace of Elysia. 4. Summons of the nature described in Section A are not permitted in areas considered to be part of Elysia, including but not limited to, within the City Walls or within the farmlands surrounding the city or frequented routes such as the road to Ferrell, furthermore such summons shall not be permitted in Druid groves and in deference to Lady Tupia Dagroth, nor shall they be permitted in the Dagroth woods. The area known as the Forest of Midnight, is not considered to be part of Elysia, and as such this ban like all other laws of Elysia will not be enforced there.&lt;br /&gt;
&lt;br /&gt;
Enforcement of said ammendment should adhere to the following guidelines at the discretion of the EDF member present at the time, in keeping with the historical freedoms granted to the EDF to interpret enforcement and punishment methods these are presented as guidelines and not hard and fast dictums.&lt;br /&gt;
&lt;br /&gt;
1. It is recognised that a peaceful resolution to violations are preferred over violent ones, therefore, as we are dealing with summons, the reasonable course would be that violators of this ammendment shall be requested to unsummon the beast and refrain from summoning the beast back while in the areas covered by the amendment. If the summoner complies and unsummons the creature then there need be no further action taken.&lt;br /&gt;
&lt;br /&gt;
* If in the course of investigation, no-one lays claim to a particular summons, then the EDF may act in any way it sees fit in keeping with the intent of this proposal. It shall be considered unlawful for a summoner to withold claim to a particular summons.&lt;br /&gt;
&lt;br /&gt;
2. If the summoner refuses to unsummon the beast the EDF may react either through their own magical means or through strength of arms to remove the creature from Elysian soil. In this case it is not considered an assault upon the person of the summoner and the summoner under Elysia law will not be within their right to respond with force against said action.&lt;br /&gt;
&lt;br /&gt;
* If the summoner does respond with force it shall be up to the EDF members present to determine if the summoner is liable for assault, attempted murder, or in the case of loss of life, murder.. as outlined in present Elysia code. Additionally the summoner is still responsible for the actions of his summons, even in the case where the EDF must remove the beast by force, the summoner shall remain responsible for any damage, loss of life or property caused by his summons ensuing from such actions.&lt;br /&gt;
&lt;br /&gt;
* Once the Beast has been removed from Elysian soil, the summoner shall be fined not less than 2000 gp per occurance. No further militant action need be taken against the summoner. If the summon is recalcitrant, unrepentant or resummons the creature the EDF will be within its right to eject the summoner from the lands surrounding Elysia. Repeated violations of this ordinance shall carry the same possible consequences as repeated violations of other serious violations relating to the loss of life or property including, possible banishment for a period of time to be determined by the Council or the commander of the EDF at the time of such consideration.&lt;br /&gt;

The use of drugs within the city limits is illegal and caries a 500gp per offence fine paid to the city of Elysia. Also the person will be held fully responsible for any act committed when under the influence of drugs.&lt;br /&gt;

&lt;br /&gt;
Innocent until proven guilty, this means unless you actually see the act, or the person admits to it, there isn't much you can do. Naturally a DM can work around this if he or she wishes, by providing proof of the crime. Everyone is allowed to help enforce these laws, but if you act without proof, you will be guilty of whatever act you commit.&lt;br /&gt;
&lt;br /&gt;
So for example, you see someone fighting a NPC in Elysia, you move in and attack the PC, kill him and make him cough up a fine. Only to find out afterwards, that the PC was attacked by the NPC first due to a faction bug. You will then be guilty of murder yourself, and need to pay all appropriate fines, including the possibility of the 1,000gp fine for stealing, if you forced the person to pay the murder fine. So make damn sure you know the full story before acting.&lt;br /&gt;
&lt;br /&gt;
Murder, if you see someone whacking NPC's feel free to stop them. But keep possible faction bugs in mind. If the person is unwilling to cough up the fine, your allowed to take a item to hold for ransom, until the fine is paid. Accidental death counts the same as willful murder. So if you catch a NPC with a fireball, you're guilty of murder. People exiled from Elysia will have their names posted on the tavern boards, feel free to kill this person on sight, and take a single item given back to them only after they leave the city and surrounding area.&lt;br /&gt;
&lt;br /&gt;
Stealing, again you have to actually catch the person in the act, seeing someone walk out of a house isn't enough. If someone picks a PC's pocket, you're free to subdue them and take back what they took, but nothing more, unless you need to hold a item for ransom.&lt;br /&gt;
&lt;br /&gt;
Summoned creatures, anything goes here, you can't stop someone from walking around with a Balor or undead, let alone a familiar or animal companion. But if the summoned creature goes apeshit and starts whacking NPC's or something, feel free to nail the creature and make the person pay the fine required.&lt;br /&gt;
&lt;br /&gt;
Drugs are illegal to use or sell in Elysia, because they do not promote the greater good in any way. This doesn't mean you can attack someone who you think is using them, but if you see someone in the act of using a drug or selling drugs, you can try and force them to pay the fine. I would say killing them to take a item for ransom would be going to far.&lt;br /&gt;
&lt;br /&gt;
Fines will be paid by dumping the money in a donation box in the temple of O'Ma. It's not there yet but I asked Orleron to put one in.&lt;br /&gt;
&lt;br /&gt;
Ransom of items. The only way to make a PC do something quite often is to hold on to an item they want back. In order to avoid hard feelings and such, if you find yourself in a situation where you need to hold a item for ransom, please limit it to one item, and not something that will prevent the person from being able to effectively play anymore. Taking someone's only weapon for example would be IMO bad, take a ring or something else instead. If you do take someone down, you must stand guard over their corpse and make sure no one loots them.&lt;br /&gt;
&lt;br /&gt;
All in all, common sense must be used in these situations. So if you see someone fighting a NPC but they seem to be trying to get away, don't assume they are guilty of murder. But on the other hand, if you see someone kill a NPC then stand around waiting for the other NPC's to attack him or her, you don't have to buy their story about a faction bug either.&lt;br /&gt;
&lt;br /&gt;
Lastly, there are other laws in Elysia. But for the most part, they aren't something a PC can do, for example arson would be illegal, but there's no way for a PC to set fire to a building in NWN, so I didn't bother addressing it. Bottom line, Elysia is a Neutral Good city, and as such, the laws always take a back seat to the greater good.&lt;/div&gt;</summary>

&lt;div&gt;Avlis has three distinct classes of rules you'll run across while playing: Team or Server Rules, Player/Community Guidelines, and In Character Laws.  An overview is given below.&lt;br /&gt;
&lt;br /&gt;
==Team or Server Rules==&lt;br /&gt;
These are the rules that are most important to know as a player before you begin playing.  They include punishments for offenses that disrupt the play of other ''players'', or abuse bugs in the game for your own benefit.  These rules are Out of Character, meaning that they all involve things you as a Player should know better than to do.  They include things such as&lt;br /&gt;
* Abusing bugs to rob other players&lt;br /&gt;
* Harassing other players through OOC means, such as Tells.&lt;br /&gt;
* Metagaming (using knowedge you gain in an OOC manner to help your character).&lt;br /&gt;
These rules are covered as &amp;quot;General Rules,&amp;quot; and &amp;quot;Specific Rules.&amp;quot;  When you see something on the wiki called &amp;quot;Rules,&amp;quot; it's a sign that this is a Team/Server Rule.&lt;br /&gt;

==Player Guidelines==&lt;br /&gt;
These are called &amp;quot;guidelines&amp;quot; to distinguish them from &amp;quot;rules.&amp;quot;  These are unofficial rules that the community at large tries to adhere to.  For example, according to the letter of the Server Rules, you can freely kill and loot another player if you can justify it In Character, but player guidelines (the Gentlemen's Agreement) advise you not to.  If you break this, you won't be immediately banned, but you may find yourself unwelcome in the community.&lt;br /&gt;
&lt;br /&gt;
At an extreme of this are things &amp;quot;Frowned Upon by the Team.&amp;quot;  Most player guidelines also include this, for example, killing and looting someone, or excessive powergaming.  You may find yourself ignored by DMs for breaking these guidelines, but not immediately punished.  However, when someone who breaks these guidelines breaks a Server Rule, they are more likely to be punished harshly than someone who is an upstanding community member.&lt;br /&gt;
&lt;br /&gt;

==In Character Laws==&lt;br /&gt;
These are called &amp;quot;laws&amp;quot; to distinguish them from the other categories previously discussed.  Since Avlis is a role playing game, we act out our roles in a fantasy world.  Any real world wouldn't be complete without laws, and similarly the fantasy world of Avlis also has laws.  These laws can be distinguished from the above two because they govern what your '''character''' may do (the prior two categories covered what you as a player may do).  &lt;br /&gt;
&lt;br /&gt;
Breaking these laws is perfectly accepted by the community of players.  Simply expect other characters in game to role play along with their responses, and stay in your role as the lawbreaker.  For example, if your character mugs someone in sight of a guard, expect that guard to punish your character for it.  This isn't a judgement on you as a player, but solely a role playing reaction to what your character did.&lt;br /&gt;
&lt;br /&gt;
The laws of each city can be found on the In Character boards ([[www.avlis.org]]), and also on the descriptions of each nation on the Wiki.  When in doubt, you can simply ask another character what the laws of the city/nation are.&lt;br /&gt;

One final note on In Character Laws: some offenses that happen in-character are explicitly against the Server Rules.  The major example of this is sex crimes.  A character found to be comitting these kinds of acts will be punished harshly by the team (since this is a very delicate subject and not one which Avlis takes lightly), despite the fact that you might consider it &amp;quot;In Character.&amp;quot;  So please read the Server Rules first before assuming you'll only be facing In Character Laws.&lt;/div&gt;</summary>
