The contents of every article which is not an IC Wiki Page is considered OOC information. That means, that it should be treated the same as world information posted in the General Information forums. Your character knows what is appropriate for her to know.
For example, and elf would obviously know how to speak elven and could use the language info there ICly. A dwarf would not know that info automatically, but he could take the time to learn elven ICly and then know it. Something the OOC articles can be used for is reference for IC knowledge.
