Why does the Lupin have a higher SR than the dragon? Shouldn't the dragon have a higher SR than a monk at level 12 (i.e. 22)? Most shifters can't get this until level 39 or close to 40, so why gimp it down so much? Its more of a joke ("ugly stick") than useful.
