A burst of hot bright light is fired from the caster to one target. If the caster causes the light to burst directly in front of a single creature, that creature is dazzled. A dazzled creature suffers a -2 penalty on attack rolls and and extra -1 per 10 caster levels, up to a maximum penalty of -4. The creature recovers in 10 rounds. Sightless creatures are not affected by flare.
