Even today the Dominators are not fond of arcane casters.  In AOD 2264 Valok decreed that orc magi be reintegrated into orcish society and he changed the mission of Dominators to "furthering Valok's interests," though it is rumored that they now have a secret mission which is only known to the initiated.
